One of the weaker Z Fighters, Chaotzu doesn't add a whole lot to the group other than the fact that they have a team mate that looks like a chinese doll. Chaotzu appears to be weak and feeble (and he is) but he's also the emporer of some no name kingdom. The only major offensive he's played was when he self-destructed on Nappa which didn't do anything to him anyways. Simply put, Dragonball Z could have been done without Chaotzu in it.

Oolong is a shapeshifting pig. However, shapeshifting doesn't add to his current strength and he can only hold the form for 5 minutes. He only does this during Dragonball and does nothing but complain in Dragonball Z. Oolong is also very greedy and who knows what he'd wish for if he had the Dragonballs?

Puar is a kangaroo rat that can not only fly, but shapeshift as well. He is Yamcha's constant companion and much like Oolong, he only uses this during Dragonball. In Dragonball Z, he is just a minor character with a squeaky voice

Korin is a holy cat that lives in his tower below Kami's Lookout and grows Senzu Beans for the Z Fighters when necessary. Other than that, not much else is known about him.

Nobody knows what race Mr. Popo really is. However, we do know that he lives up on Kami's Lookout and assists the Guardian of the Earth. He once shared a very strong bond with Kami, but after his fusion with Piccolo, he has since grown fond of Dende. Oh yeah, and he likes flowers.

One of the 4 Kai's, King Kai is also known as the North Kai. He teaches a form of martial arts known as "Kaioken" and had pupils such as Goku, Piccolo, Tien, Chaotzu, and Yamcha to teach it to. King Kai is never seen actually fighting because he spends so much time thinking up lame jokes.

Trademark Abilities: Kaioken and Genki Dama (Spirit Bomb)

The Eternal Dragon of Earth, Shenlong can be summoned by gathering all seven of Earth's Dragonballs. Once summoned, the summoner is granted one wish that is within Shenlong's power (later in the series, two wishes can be made). One drawback is that the same wish cannot be made twice. Since Shenlong is connected with Kami and Piccolo, if either were to die, then the Dragonballs and Shenlong would disappear.

Trademark Abilities: Grant Wish

The Eternal Dragon of Namek, Porunga is the original and most powerful dragon that can be summoned with Dragonballs. He is summoned using Namek's Dragonballs and grants three wishes. Also, the same wish can be made more than once. Since Porunga is connected with Guru, if Guru were to die, the Dragonballs and Porunga will disappear.
